Son but est de rassembler toujours plus d'habitants, de soutenir et d'encourager la résistance et la défense collective des locataires. Le GHEV constitue un inventaire des faits relatifs à la dégradation du quartier et recherche les moyens de lutter contre ces dégradations ainsi que de les contrôler.
